Job Description
Birch Communications is looking to hire a Telecom Network Planner in Macon, GA. The Telecom Network Circuit Designer will be expected to be the subject matter expert in understand all requirements for ordering facilities (circuits, space, power, etc.) in new and existing territories across multiple Local Exchange Carriers (LECs). The Telecom Network Planner will also be expected to initiate and manage the purchase and delivery of equipment needed to fulfill orders for the aforementioned facilities. This is a full time, direct hire role in Macon, GA POSITION SUMMARY: The Telecom Network Planner will be the primary agent for ordering and fulfillment of Network Circuits and Supporting Facilities. The ideal candidate for this position will have extensive telecom network planning experience in designing, ordering, and delivering TDM Circuits (POTS, DSL, and DS1 to DS3), Optical Circuits (OCx and Fiber), MetroEthernet Circuits, other dedicated transport and internet services, and colocation or data center planning and implementation. RESPONSIBILITIES: Submit quotes and orders for and track the installation, turn up, and performance of Internet Circuits, Trunking Circuits, Backhaul (Intra LATA) and Longhaul (Inter LATA) circuits, ILEC Colocation Space (New and Augments) and Equipment (mostly Zhone and Calix BLCs and some Cisco Routers), and other interconnection needs Design and diagram the most optimal interconnect solutions to service Birch’s Retail and Wholesale Customers (e.g. Best trunking method for 911 or OA/DA Call Termination) Analyze other exchange carrier Local and Access facilities requirements (through tariffs or Interconnection Agreements) based on forecasted demands or network expansion demands Analyze capacity and cost data and prepare plans for expansion or optimization of the network and related hardware Conduct cost benefit analysis for new facilities and interconnections to be deployed and work closely with the Engineering department to recommend network facility roll out strategies and tactics Create and maintain diagrams, design layout records (DLRs), and analysis databases relative to network interconnection design Develop, maintain, and update network capacity planning and cost reports and key performance indicators (KPIs) that ensure network is maintained in accordance with industry and company accepted planning policies (such as Network Utilization thresholds and Gross Margin targets) Develop and release processes (and training material when needed) for all assigned Network Planning job duties Establish and manage optimal working relationships with facilities providers and equipment vendors Act as the first level escalation for all ordering and fulfillment issues related to carriers and internal Birch personnel Evaluate contracts, tariffs, commercial, and interconnection agreements for ordering rules, pricing, compliance requirements, and errors when needed
Job Requirements
SKILLS & QUALIFICATIONS REQUIRED: 5 to 7+ years planning and managing transport and colocation facilities (including all related costs) 5 to 7+ years designing, managing, and updating interconnection facilities Bachelor’s Degree with up to 5 years of work experience or Associates Degree with more than 7 years of work experience. Extensive work experience without either degree will also be considered Experience in IP Network capacity planning and traffic engineering Previous Network cost management responsibility (incl. managing circuit terms and related costs) Ability to understand complex Wide Area Network (WAN) solutions and a fundamental knowledge of transport equipment capabilities is a must Fundamental knowledge of traditional telecommunications voice signaling (SS7) New CLEC Network Build management or fulfillment experience Expert knowledge in all aspects of circuit and facility ordering and fulfillment Assist in developing, implementing, and coordinating collocation activities Ability to aid in equipment inventory, ordering, spares management, and warranty repair SKILLS & QUALIFICATIONS PREFERED: Ability to aid in equipment inventory, ordering, spares management, and warranty repair Experience with VoIP based voice protocols such as SIP and MGCP Experience with Zhone and Calix Broadband Loop Carriers Experience with Cisco Routers and Switches Cisco Certified Network Associate (CCNA) Certification or equivalent Working knowledge of wireless local loop technologies and deployment requirements ABOUT BIRCH COMMUNICATIONS: Headquartered in Atlanta, GA, Birch Communications was named as one of the top 40 fastest growing companies in Georgia.
