Position Title: General Manager

Reports To: Board of Directors

General Summary:

Performs executive, administrative and supervisory duties relating to the planning, directing, coordinating and controlling of DCN, LLC. Develops short-range and long-range business plans and strategic focus with the Board of Directors. Represents DCN in local, regional and national forums, industry meetings, and associations. Communicates to the management team and employees the company's strategic focus and mission. Maintains an effective and current understanding of the telecommunications industry, including changes and trends. Provides leadership in the implementation and administration of company policies. All company departments report to this position directly or through subordinate managers.

Essential Job Functions:

1. Maintain member relations.

•    Maintains communication with member companies through in person visits, as well as phone and email interaction.

•    Understand member company issues and operating environment.

2. Develop and maintain long and short range planning for DCN to assure compliance in executing the plans. This function is accomplished through formal planning exercises and documents, budget development, tracking new technologies, and monitoring new product opportunities and new lines of business.

•          In conjunction with the Board of Directors and management staff, develops and formulates strategic plans for DCN (3-5 year).

•          Leads the creation of action plans based on the strategic plan.

•          Attends industry meetings and seminars.

•          Stay current with industry trends and issues.

•          In conjunction with managers, evaluates new technologies that may improve service to owners and other customers, introducing them into offered services when appropriate by inclusion in Business Case development, Strategic Planning and action plans.

3. Assure the day-to-day financial activities of the company remain healthy by controlling expenses in relation to revenue to assure no cash flow problems occur. This function is done in conjunction with the Chief Financial Officer (CFO) of DCN.

•          Reviews capital and expense budgets as needed to ensure application of and stability of company’s financial goals.

•          Advance approval of all major expenditures.

•          Reviews balance sheets, income statements and other financial documents on a monthly basis.

•          Works with the CFO to assure the accuracy and completeness of customer billing and member compensation.

•          Work closely with CFO on long range company financial matters.

•          Work with CFO and department managers in developing annual budget.

•          Oversees the management of the DCN property including the network facilities as well as the land and building investments.

•          Meets with department managers to review expenses.

•          In conjunction with CFO oversees the capital assets of the company and directs their investment.

4. In conjunction with the Operations Manager, manage the network and communications infrastructure of the company to maintain all facilities at a level that exceeds requirements to meet current customer service levels.

•          Works with the Operations Manager and subordinate managers in the routine management of the Company's network and commununications infrastructure.

•          Coordinates with the Operations Manager and consulting engineers to manage the evolution and growth of the network infrastructure.

•          Works with the Operations Manager and Product Development Manager in researching new products and technologies that may create new services.

•          Manage the process to provide network interfaces with Owner Companies and other carriers.

5. In conjunction with the Sales Manager, develop and market services to DCN's member companies and other enterprise customers.

•          Work in conjunction with the Sales Manager and the Product Development Manager to identify new product opportunities and new lines of business DCN should introduce to the market.

•          Advise Sales Manager of priorities for sales activities.

•          Oversee Carrier Relations to establish the Carriers as customers of DCN as well as create Master Services Agreements allowing DCN to purchase services outside the DCN footprint.

•          Maintain contact with major Customers to assure that they have a high quality of service and continue to use the DCN network for their wide area networks.

•          Review pricing of DCN services to assure the appropriate level of margin while remaining competitive in the market.

6. In conjunction with the Product Development Manager and Sales Manager, develop new products and services to meet the needs of DCN's member companies, major carriers government entities and enterprise customers.

•          Work in conjunction with the Sales Manager and the Product Development Manager to identify new product opportunities and new lines of business DCN should introduce to the market.

•          In conjunction with the Sales Manager and the Product Development Manager, identify potential customers that are not currently being served.

•          Creation of statewide footprint for services that provides a single point of contact for provisioning, maintenance and billing of customers.

•          Oversee the DCN response to major Request for Pricing (RFP) opportunities to assure the functionality of the proposals and the appropriate pricing levels.

7. Promote public relations through various media and personal contacts. Represent DCN at the state, regional and national levels. In conjunction with other managers, portray a positive public image to partners, customers, and the community.

•          In conjunction with other managers, works to convey clear and concise communications to owners, customers, vendors, and the community about the corporate image of DCN.

•          Oversee the Public Relations functions that include advertising, newsletters and customer events.

•          Provide input and review regarding the product rollout efforts for new services to assure the timely development throughout the target area.

•          In conjunction with the Sales Manager and the Product Development Manager, reviews and assists in the development of a marketing direction for DCN's products and services, and reviews public communication surrounding those products and services.

8. Administrative responsibilities.

•          Administers the policies and directives of the Board of Governors to manage all DCN activities. Ensure all operations comply with local, state and federal regulations.

•          Prepares agendas for regular Board Meetings. Coordinates the preparation of Board Financial Reports as well as other pertinent information regarding the operation of the network.

•          Review and approval of contracts and agreements with other carriers and vendors. Oversee creation of DCN Agreements with Member Companies and customers.

•          Complete annual evaluations of all employees reporting directly to General Manager and review the evaluations completed by all management that have employees reporting to them.

9. Review official correspondence and delegate/direct responses to such correspondence, as appropriate.

10. Comply with and oversee the administration and direction of company-wide compliance regarding all policies and procedures as contained in the Employee Handbook.

11. Review the policies, processes, compensation/benefits, and training plans of DCN and ensure that they are reasonable and comparable to other similarly situated telecommunications companies within the industry.

12. Assist other managers as needed in performing day to day activities. Mentor and support other managers.

Education and Experience:

A Bachelor's Degree in Business Administration, Engineering or other relevant field is
required. A Master's of Business Administration is an added value. Ten to Fifteen years experience in the
telecommunications or closely related industry, with five years experience in a progressively
responsible supervisory or administrative position.

Working Conditions:

Work is normally performed in an office environment with periodic field visits. Working hours are generally 40 to 50 hours per week.
