Job Description Manages the company’s Army Aviation Air/Ground Safety and the Environmental, Health , and Safety Programs.  Acts as the company’s focal point for EH&S management and develops accident-prevention, loss control and environmental policies and procedures for incorporation into operational policies of the organization.  Coordinates safety activities of unit managers to ensure standardized implementation of these programs through out the organization.  Ensures EH&S Programs are in compliance with operational policies and procedures, statutory and regulatory requirements, ISO 9001-2000, AS9100, as well as ISO 14))1-2004,  Demonstrates continuous effort to improve operations, decrease cycle time and streamline work processes, and works cooperatively and jointly to provide quality seamless customer service.  Military aviation experience preferred.

 

KEY ATTRIBUTES: 

 

  • Participates, as a member of management team, in formulating and establishing organizational policies and operating procedures for the company.  Develops and implements all aspects of Environmental, Health, and Safety (EH&S) Programs
  • Organizes and promotes company wide EH&S improvement efforts
  • Provides leadership to EH&S personnel through effective goal setting, delegation, and communication.  Aligns goals of the department with Company’s goals, policies, and strategies.
  • Conducts meetings to ensure that personnel are well informed of changes in EH&S programs, policies and procedures
  • Acts as the Company’s focal point for all EH&S programs.  Develops accidental-prevention, loss control and environmental policies and procedures for incorporation into operational policies of the organization.
  • Provides oversight and ensures that Environmental, Health and Safety Programs comply with Department of Defense (DOD), Department of the Army (DA), Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), and Environmental Protection Agency (EPA) requirements.
  • Plans, implements, and coordinates program to reduce of eliminate occupational injluries, illnesses, deaths, and financial losses.
  • Develops current safety goals, objectives, and priorities and includes them in training guidance.
  • Understands medical surveillance requirements for workers exposed to specific hazards in accordance with OSHA, customer, and company requirements.  Tracks and monitors medical evaluations.
  • Schedule and conduct EHS audits to identify and appraise conditions which could produce accidents and financial losses and evaluates potential extent of injuries resulting from accidents.
  • Understand and able to implement the techniques and proficiency levels of personnel engaged in handling weapons; ammunition or explosives; petroleum, oil, and lubricants (POL); chemicals; hazardous and toxic materials; and lasers.
  • Provides oversight and monitors Accident Prevention, Property Damage/Vehicle Accident Prevention, Off-the-Job Accident Prevention, Accident Reporting, Fire Prevention and Protection, Hazard Communication, Industrial  Health Survelliance, Aviation Safety, Confined Space Entry, Hearing Conservation, Respiratory, Radiological, and Protective Clothing and Equipment Programs.
  • Observes aviation maintenance operations, making recommendations to correct unsafe procedures and practices, and monitors the SOF program.
  • Understand the operational hazard report (OHR) program and monitors the foreign object damage (FOD) prevention program.
  • Conducts or directs research studies to identify hazards and evaluate loss producing potential of give system, operation, or process.
  • Complies, analyzes, and interprets statistical data related to exposure factors concerning occupational illness and accidents.
  • Conducts or directs investigations of all accidents pertaining to on-the-job injuries of damage to government or company owned property and prepares the necessary documentation.  Ensures appropriate corrective action is implemented.
  • Maintains liaison with outside organizations, such as Directorate of Public Safety, Aviation Branch Safety Office, DPW Environmental Office, AMCOM’s Environmental G-4 representative, Preventative Medicine Office, OSHA, and other government agencies to assure information exchange and mutual assistance.
  • In conjunction with the Director, Quality and EH&S, maintains working relationship and acts as a liaison with the customer on matters relating to safety and environmental compliance.
  • Understand and able to provide guidance and oversight of ISO 14001-2004 and AS 9110 standards, and federal, state, and military requirements (DCMA 8210).
  • Conducts or directs site surveys and facility inspections to ensure facility and procedural compliance with applicable regulations.  Ensures appropriate corrective action is implemented.
  • Establishes and maintains all required records applicable to the safety and environmental compliance of the overall maintenance program.
  • Ensures summaries, analyses, and other data necessary to determine the compliance safety and environmental compliance at all locations are submitted to the General Manager via use of Corrective Action Boards, Management Reviews and other venues, as appropriate.
  • Ensures the timely and accurate submission of reports, records, and other documentation.  Provides EH&S support to the Lean events as well as facility improvement efforts.
  • Ensures that policies are in accordance with evolving regulations, legal requirements and industry trends.
  • Reports all deviations from established policies or procedures, changes caused by the contractor, federal, or state requirements, or non-compliance with regulations and changes.
  • Conducts investigations into customer complaints relating to contractual deficiencies within EH&S Programs.  Ensures appropriate corrective action is implemented.
  • Plays an active part in problem resolution, communicating plan to customers, and following up to ensure problems are resolve.  Identifies and ensures customer requirements are met, and assesses and analyzes data to determine customer satisfaction.
  • Conducts or directs training, and coordinates with unit managers and personnel as necessary to ensure implementation of policies and procedures throughout the organization.  Ensures that training and development needs are met.
  • Ensures summaries, analyses, reports, and other data necessary to determine the EH&S compliance of the overall maintenance effort, is submitted to the Program Manager.
  • Evaluates internal and external EHS audit results and technical and scientific publications concerned with safety and environmental management and make reccomendations on improvements.  Participates in activities of related professional organizations to update knowledge of safety and environmental program developments
    Job RequirementsQUALIFICATIONS:

     

    • Must possess a Bachelor’s degree from an accredited institution in Safety Management, or related discipline.
    • A minimum of ten years experience as a Safety Manager/Specialist or  related EHS field (experience within the military aviation and a graduate of DOD safety course are preferred).
    • A minimum of five years supervisory experience, of which three years must be commensurate with the position assigned.
    • Must possess strong leadership and management skills and be skilled in organizing resources and establishing priorities.
    • Must be highly motivated and have a proven track record demonstrating adaptability to change and the ability to respond to challenges in a changing environment.
    • Must have excellent communicative (written and oral) and interpersonal skills and proven ability to establish and maintain effective working relationships with managers and other key staff in order to produce high quality and timely results. 
    • He or she must also be able to develop and maintain strong working relationships with internal and external customers.
    • Must be able to meet any Government/Company licensing/qualification requirements for the position and obtain the level of Industrial Security Clearance required by the Government.
    • Must be technically knowledgeable with respect to EH&S systems/plans, regulatory and statutory standards, and general production principles.
    • Must have thorough knowledge of the Army’s Accident Prevention and Risk Management Programs.
    • Must have thorough knowledge of Department of Defense (DOD), Department of the Army (DA), Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), and Environmental Protection Agency (EPA) requirements, and how they apply to the safety of the workforce and the environment.
    • Must have a results oriented commitment to the continuing evolution of the safety program.  This requires combining common sense, application of practical experience, and a technical knowledge base in developing, implementing and leading the safety program in meeting corporate strategic and day-to-day objectives.
    • Must have thorough knowledge of and the application of quality tools. 
    • Must have excellent prioritization, organization, analytical and decision-making skills.
    • Must be able to define problems, collect data, establish facts, and draw valid conclusions.
    • Must be computer literate and proficient in Microsoft Office.
    • Lean training and an auditor in the ISA 14001 and AS9100 are desired but not required.
