Position Summary:

The Manager manages the team that performs quality reporting and quality analysis within the medical affairs environment, including development, implementation, reporting, and presentation of medical affairs informatics quality data.  Leads the development, strategy and coordinates across business and technical teams to ensure all data quality initiatives meet strategic objectives. This individual has primary management responsibility, including financial/budget management and control of project costs.

This position works closely with the medical affairs in determining how informatics can meet the quality initiative and project needs of the medical affairs team, then translates these needs into program requirements and designs. Individuals in this job are responsible for all phases of the medical affairs informatics quality initiative and project development, providing technical expertise and direction and functioning as systems integrator intermediaries between business intelligence and the medical affairs team.  The Manager manages senior level analysts and lower level analysts who constantly search for creative ways to better support the medical affairs informatics quality reporting needs, in part by capitalizing on emerging medical reporting trends and tools and is responsible for providing leadership facilitating a customer-centric, collegial approach to decision-making and project implementation. Manages and supervises staff comprising the Medical Affairs Informatics Quality Team. Regularly and customarily exercises discretionary powers and independent judgment that directly supports DHI mission and goals. 

Essential Job Duties:

  1. Assume key overall responsibility for developing quality reporting, analytics, and processes that meet stakeholder’s needs, including:
  • Translating users' information requirements into solutions
  • Identifying and profiling medical informatics solutions and developments
  • optimizing the quantity and quality of reporting, analysis, and project-work performed the MAIQT
    1. Maintaining relationships with key business and technical representatives to ensure quality reporting and analytics are aligned with DHI goals.
    2. Manages the technical components of the HEDIS, PIM and P4P programs including associated analytics.
    3. Direct the tactical activities of quality analysts and contractors in requirements definition, design and testing of medical affairs informatics quality initiatives and projects.
    4. Research, evaluate and recommend medical informatics tools for purchase and deployment; lead vendor negotiations.
    5. Work with stakeholders to prioritize medical affairs informatics quality initiatives. 
    6. Maintain awareness of and provide input to corporate goals and is provided general direction by management to achieve them.  Responsible for communicating goals and assignments related to subordinates.
    7. Enhance reporting, analysis and process competence by improving overall standards, re-engineering business processes and developing and implementing appropriate controls and measures.
    8. Manage the lifecycle of medical affairs informatics quality initiatives and projects from evaluation to retirement.
    9. Develop strategies for coordination across business and technical teams to ensure all medical affairs informatics quality projects meet strategic objectives.
    10. Manages and mentors MAIQT staff to achieve successful, timely, and accurate completion of medical affairs informatics quality projects.
    11. Provides technical expertise and demonstrates extensive knowledge and understanding of medical affairs informatics and quality reporting, with full knowledge of data warehouse methodologies.
    12. Manages staff and provides project leadership on assigned projects and or activities, including project management expertise for complex medical affairs informatics quality projects involving cross-departmental/cross-divisional staff.
    13. Provides leadership and technical expertise as participant of medical affairs management team to facilitate effective cross-divisional information, analysis and reporting needs prioritization, interdepartmental resource identification, and development and implementation of Medical Affairs Department processes and procedures.
    14. Provides leadership to support the evolution of comprehensive quality projects and processes, and analytics for DHP.
    15. Plan team resource needs, and allocate, supervise, and review work.
    16. Communicate plans, status, and issues to higher management levels.
    17. Hire and train analytic staff; prepare and conduct performance reviews.
    18. Manage expenses within approved budget level.
    19. Responsible for communicating departmental policy and procedures within assigned workgroup.

    Job Requirements

    Required:

    1. Requires a related Bachelor’s Degree with a minimum of 7-10 years of progressive experience related to medical affairs informatics and medical quality projects.
    2. 3-5 years team lead or supervisory experience which may include project management responsibility.
    3. Ability to work well under pressure and manage multiple projects and deadlines.
    4. Demonstrated competency in project management and the execution of multiple or large projects.
    5. Solid understanding of the medical affairs quality solutions development lifecycle, including requirements gathering,                  analysis and design, development tools and technologies, contemporary testing methodologies, and deployment        management
    6. 3-5 years of experience in medical informatics, Data Quality (assurance), analytics, report, and process development and maintenance.
    7. 1-3 years of experience in continuous improvement process methodology.
    8. 1-3 years of experience in medical claims and pharmacy claims analysis and reporting.
    9. A thorough understanding of health insurance and the role that the medical affairs team plays within the organization.
    10. A thorough understanding of HEDIS.
    11. Demonstrated competency in process improvement and project implementation.
    12. Demonstrated competency in strategic information and decision support thinking and leadership with strong abilities              in relationship building.
    13. Demonstrated leadership of multidiscipline, high-performance work teams/groups.
    14. Successfully developed and implemented new technology.
    15. Successfully developed and implemented new work processes or process improvements.
    16. Experience working with customers to develop solutions to complex business problems.
    17. Technical proficiency in systems solutions in a data warehouse/business intelligence environment.
    18. Experience implementing packages and working with vendors.

    Preferred:

    Master’s degree.

    1-3 years of experience in Healthcare industry is preferred
